Markus (Mark) Cicka is a 20-year veteran of health care law, serving as both a corporate and state-based director of compliance and as a private-practice litigator focusing on health care matters.

Now a Senior Attorney with the Firm, Mark attracts clients and delivers success stories through his unique combination of experience, creative decision-making and extensive network of health care connections at the federal and state levels. He advises a diverse array of organizations including hospices, federally qualified health centers (FQHCs), critical access hospitals, physicians and physician groups, and clinical laboratories. He has experience in the creation and implementation of corporate compliance programs and investigations, government contractor audits (including RACs, MACs and ZPICs), Medicare regulation, Medicaid regulation, managed care audit and enforcement matters, fraud and abuse issues, internal investigations, voluntary disclosure strategies, HIPAA and privacy matters and managed care arrangements.

Prior to joining Hesse Martone, Mark worked at two of the nation's largest law firms, served as the compliance director of Home State Health Plan at Centene Corporation in St. Louis and as the first director of the Missouri Medicaid Audit and Compliance Unit within the Missouri Department of Social Services.

OF NOTE

Mark assisted in drafting Missouri Senate Bills 842 and 1007 and Missouri House of Representatives Bill 1868 modifying provisions regarding Missouri Medicaid's authority to collect payment from third party payers. These were signed into law June 30, 2010.

Mark was named as the Practitioner-in-Residence at Saint Louis University Law School, Center for Health Law Studies, for 2014-2015.

Mark has been named president of the Missouri Society of Healthcare Attorneys for 2016.
